About the Fire & Public Safety Academy

The Indiana Fire & Public Safety Academy is an education and training subdivision of the Division of Fire & Building Safety, under the Indiana State Fire Marshal and established as an institution for public safety education, training and advanced studies for Indiana's fire department personnel and volunteers; emergency medical services personnel; telecommunicators; emergency management personnel and chemical, biological, radiological, nuclear and explosives personnel in the areas of fire prevention; enforcement of fire safety laws; firefighting; emergency medical services and other areas of public safety.

The Academy was also created to establish inspection training requirements for members of volunteer fire companies and to certify individuals who meet those requirements. The Academy collaborates with public safety boards and commissions in the state to establish criteria for certification and credentialing of public safety personnel.

The Academy is led by an administrator and has two subsections: (1) Fire Training and Certifications and (2) Public Safety.

Recent News

New Online Training Platform

The Academy is partnering with the Health and Safety Institute to offer more than 200 continuing education and recertification courses for firefighters and EMS personnel. Individuals can buy specific courses, or departments can buy an unlimited membership to have the entire catalog on-demand. Register for an account now at https://infpsa.hsi.com/.

Distributive Education Limits Removed

Distributive Education limits have been removed for the recertification cycle ending March 30, 2021 (EMT, AEMT, Paramedic) and September 30, 2021 (EMR). EMTs, AEMTs and paramedics who are due to recertify on March 30, 2021, will have no limits on Distributive Education. This allows all continuing education to be accomplished online through any state-accepted or CAPCE-accredited program or education site. This means 100 percent of continuing education hours can be completed through online training programs such as 24-7 EMS. Board of Firefighting Personnel Standards and Education

The Board of Firefighting Personnel Standards and Education (BFPSE) establishes the rules and regulations for voluntary training for fire service and, for some specialized training, non-fire service personnel in Indiana including deciding criteria for certification of firefighters at different levels of education within the state. Original Emergency Permit

Applications (Originals and Renewals) may not be submitted until after July 1 for the upcoming school year. The Office of Educator Licensing will strictly adhere to the four-week deadline for submission of an application for the Emergency Permit. When approving the application for EP, the school corporation is required to indicate the date on which the applicant’s duties began.

An Emergency Permit is issued at the request of a school district in a content area for which the district is experiencing difficulty staffing the assignment with a properly licensed educator. The Emergency Permit (EP) is a temporary credential issued to a school corporation or special education cooperative for a person who is not licensed for that assignment. The applicant must possess the minimum of a Bachelor’s Degree from a regionally accredited university in order to be eligible for the EP. The individual holding the EP must make a commitment to work toward completion of an approved program to either add the content area(s) of the EP to an existing license or to obtain an Initial Practitioner license for the content area(s). The permit holder must meet with a licensing advisor at an Indiana institution in order to learn about the requirements for completing the appropriate program.

Applicants for original Emergency Permits (EPs) for ALL Career and Technical Education (CTE) areas must provide verification of 4000 hours of non-teaching industry work experience. The experience verification should be included in a signed letter on business letterhead. The letter should document work responsibilities and the number of hours worked.

The EP is valid for one school year. Once issued, it may be requested to be renewed by the school if the applicant completes the renewal requirements. A school employer may approve an application for a renewal of an EP annually as long as the EP holder can meet renewal requirements by providing proof of continuing progress toward achieving full licensure in the content area on the permit. Failure to meet renewal requirements may result in denial of the renewal application.

The permit will have an issue date which coincides with the receipt date of the application. All EPs expire on June 30th and should not be applied for before July 1st.

Teaching license indiana

The following content areas are not available for the EP:

  • Instructional: Driver & Traffic Safety
  • School Services: School Psychologist

NOTE: Failure by the educator to complete the required proof of progress towards licensure may result in denial of the application for renewal of the EP.

Required Documents:

  • Valid CPR card from IDOE approved provider.
  • Suicide Prevention Certificate.
  • Official transcripts of all degrees of the applicant (not needed if the application holds an Indiana Educator License).
  • EPs for Building Level Administrators require letter verifying a minimum of two years teaching experience.
  • EPs for ALL Career and Technical Education (CTE) areas must provide documentation verifying 4000 hours of documented work experience. This should be a signed letter on business letterhead. The letter should document work responsibilities and the number of hours worked.

Renew Emergency Permit

When approving the application for EP, the school corporation is required to indicate the date on which the applicant’s duties began.
Per Governor Holcomb’s Executive Order 20-16 issued April 2, 2020, holders of Emergency Permits for 2019-20 who renew their Emergency Permits for the 2020-21 school year will have their renewal requirements—coursework and/or testing—waived for the 2020-21 renewal. No documentation of progress in pursuit of completion of an approved program of coursework and/or test attempts will be required. Instead, applicants for renewal should upload a Word document that states their renewal requirements were waived by executive order. The renewal application must be approved by the school employer and CPR training is required.

An applicant for an EP has four (4) weeks from the day the teaching assignment begins to apply for the EP.

When approving an application for an EP, the school employer must indicate the date on which the applicant’s teaching assignment started.

The four (4) week submission period applies to all EP applications, whether originals or renewals, and it will be strictly enforced.

A school employer may renew an EP annually as long as the EP holder can meet renewal requirements by providing proof of continuing progress toward achieving full licensure in the content area on the permit. How to demonstrate progress toward licensure for EP renewal:

  • Coursework must be documented on official transcripts
  • Ongoing attempts to complete testing requirements must be documented by official score reports.
  • If college courses for renewal are cancelled, cancellation must be verified by the institution.
  • If the courses necessary for licensure are not yet available because they are offered in a required sequence that has a future start date that must be verified by the institution
  • Renewal coursework or testing must be completed after the issue date of the EP being renewed.

Other cases can be discussed and determined with the Office of Educator Licensing Staff, the EP holder and school employer/corporation representative.
All EPs expire at the end of the school year (June 30)
Emergency Permits are not available in the following areas:

When all college or university licensure program requirements are met, including testing, the educator will apply for licensure through his/her college or university licensing advisor, who will recommend the appropriate licensing action (original or addition).

Emergency Permits for Communication Disorders

Emergency Teaching License Ms

Following a one-year hiatus, the 2019 Indiana General Assembly reinstated the Indiana Department of Education’s (IDOE) authority to issue emergency permits in Communication Disorders for the next two school years, 2019-2020 and 2020-2021. An emergency permit is valid for one school year and is issued with the approval of the school employer. IDOE’s authority to issue emergency permits in Communication Disorders expires on June 30, 2021.

To be eligible a candidate must:

  • Hold a bachelor’s degree in speech, language and hearing sciences or an equivalent degree in the subject area; and
  • Be enrolled and submit a verified plan of study in a graduate program in communication disorders.

Candidates must apply through IDOE’s online licensing system, LVIS. The applicant portal can be found here: https://license.doe.in.gov.

A candidate who held an emergency permit in Communication Disorders during the 2017-2018 school year may be eligible for renewal of the permit for the 2019-2020 school year if the candidate provides documentation of continued enrollment in the graduate program and the candidate made progress toward full licensure by completing coursework during the 2017-2018 school year and/or the 2018-2019 intervening “hiatus” school year.

A candidate issued an emergency permit for the first time for the 2019-2020 school year may be eligible to renew the emergency permit for the 2020-2021 school year if the school employer approves the renewal application, and the candidate provides documentation of continued enrollment in the graduate program and has made progress toward full licensure by completing coursework during the 2019-2020 school year.

The services that may be provided by the holder of an emergency permit for Communication Disorders are governed by 880 IAC.
